I will show you step by step in this video How to Give Administrator Rights to Local Users, Local and domain users are able to be added to Windows groups with varying levels of rights on local machines. In order to add a Windows user as an administrator on a workstation, a Windows user with administrator rights must log in and add these rights for a user.
Note: If a Windows user does not have local administrator rights, the user can use the Run As feature within Windows to run an application as a local administrator without granting the user the rights.
